I think they mean decriminalisation not legalisation - two different things. It's legalised in the UK, but the laws regarding the sex industry is covered by criminal law rather than civil and labour law which is the case in New Zealand.

Decriminalization would at least still be a big step in the right direction. It's unfortunately the exact opposite way that things are going in Ireland...
