True, but even Jamaica managed to get qualified for some events like bobsleigh, and I believe it even less cold there than here.
It is more a matter of will and resources!.

the aussies won a few medals last time :) they have 20 degree heat most of the time
the brits are expecting 10 medals?
but its about the money I would say I don't think government has put any money in winter olympic sports which is understandable unless the athlete is really exceptional i think all these guys have to get income elsewhere for this don't they

I believe Australia has ski resorts, with actual snow. The british have done well in the past at figure skating. We have no tradition of winter sports here so that is a factor.
