I have to agree with westie and co. on this. This incident has to be reported to the law. Even if this girl doesn't want to press charges or to make a full statement this has to be reported. If something else like this happens or there are other incidents in the area the Guards will at least have a starting point and a known sicko to lean on.
If she makes a complaint even by phone they can track him down and have a quiet word and let him know that they are on to his game and keep an eye on him, if he is only renting, well he is most probably gone by now and its too late, but if he is a resident in the area the locals and the guards need to know they have a sick, perverted psyco in the neighbourhood.
