There can be more germs in someone’s mouth than their genitals.
A person’s mouth has mechanisms (saliva contains antibacterial agents) to ward off incoming foreign bacteria.
Genitals are more vulnerable.
So, the receiver of the blowjob may be more vulnerable than the giver.
Worth thinking about.
