For me, I have to say Forrest Gump.
The movie had it all. Action, comedy, drama and the soundtrack was amazing.
I must have seen the movie about 20 times, maybe more.

Not sure how to quantify "greatest" but the movie I can't keep from my mind when asked is "Come And See" which is the film which inspired Steven Spielberg to make Schindler's List and Saving Private Ryan.

Brutal, visceral, horrifying would be the words that spring to mind when I recall 'Come and See'.
It is masterfully composed and expertly conveys its central premise but as you say, what quantifies "greatness"?.

Watched it about 10 years back and it still haunts me.

    How do you pick one?

Two weeks ago I went on a Tarkovsky binge after watching a random George Lucas clip on Youtube.
If I was answering then I might have answered Andrei Roublev or Stalker.
Last weekend I rewatched Le Mépris. Smae thing.
Yesterday it was Once Upon a Time in The West.

What makes any of those movies the best?

My personal favorite is Drive (2011), perfect movie IMO.

Great movies there...three best picture winners at the Oscars.

One Flew Over The Cuckoo's Nest is in my top 10 of all time...great book also
