I do not see any problem with your account, you should be able to send pm.
If you will try to send many messages in one hour then system may stop you. This is preventing people from sending spam.

Also please do not use blog section to report difficulties.

If you go into your account settings you can turn on/off your private message settings. Hope this helps you x
