The _effective_ way to solve this is to educate people into refuse any service if the picture don't match.
It took me "two services" out of three to decide I'm not going to accept too much difference from the pictures.
And possibly to write reviews. It's clear that it's impossible to verify genuine reviews, nonetheless I found fakers quite inept at writing genuine-looking ones.
